- Rename District 23’s Compañero Award to the Robert E. Barnhill III Compañero Award. – Adopted May 5, 2018
- District contests will be held according to the following schedule: Fall: Evaluation each year with Humorous on odd years and Tall Tales on even years. Spring: Table Topics and International Speech each year. – Adopted October 10, 2015
- District conference to rotate through five geographic sections of our district based on the following divisions: B/C (together) – F – A – D – E. – Adopted October 10, 2015
- Mileage reimbursement rate for district officers changed 22 cents per mile regardless of distance with an effective date of November 1, 2013 – Adopted October 19, 2013 (page 2 & 3)
